Claim (sector)
Claims a sector. That sector will now belong to your race. This command costs 1 empire point. To claim a sector that is already owned, you must first destroy all of the settlements and ships in that sector that belong to the owner. You will then be able to claim the sector once you have a ship in that sector.
Colonize (sector,system,type)

Colonizes a planet. Sector & System must point to the planet being colonized, and type must be one of the items listed below. Each item costs 10000 Latinum (taken from the Race Treasury) and 1 empire point to build. You may only colonize in a sector that you own, or a sector owned by an ally. Note that construction time may be lowered in some circumstances. As you discover new technologies, you will be informed of new items you may build. For a list of all available structures, click here. The basic four structures necessary for empire development are listed below:
Colony
Production: tax per turn (multiplied by colony size).
Maintenance Cost: Flexible. 5 latinum each turn will keep citizens content.
Construction Time: 2
Mining Facility
Production: 100 units of mined material per turn (multiplied by facility size). 50 units sold for latinum.
Maintenance Cost: 10 latinum per turn.
Construction Time: 3
Research Facility
Production: Bonus 1% to scientific research per turn.
Maintenance Cost: none.
Construction Time: 3
Shipyard
Production: 1 ship built per turn. Can assist in ship repairs
Maintenance Cost: 10 latinum per turn.
Construction Time: 5
Embassy (race)
Establishes an embassy with another race. If you have an embassy with a race, you will be able to see their relationship to your race. Embassies established between allies (ie both races are listed as "allied" with each other) are automatically setup once this command is issued. If both races are not allied, then the other race leader will be contacted before an embassy is established. Using this command a second time for a race will close the embassy and order your diplomatic forces to return to your homeworld.
Mine (mine, percentage)
This command changes the ammount of a mined mineral that is sold. Mine should indicate the mining facility to be changed, and percentage should be the percentage of the mineral that is not to be sold.
Npc (mission)[, npc or ship name]
This command allows you to send NPC's on missions. If you do not include a specific name of an npc (non-player character) or nps (non-player ship), the mission will automatically be assigned to the most suitable npc or nps for the mission.
Promote (player, rank)
Promotes a player. This can also be used to make a player a General or Spymaster. Generals are able to control a sector, and increase the defence of all colonies and vessels in that sector. Spymasters coordinate your espionage movements in the sector they are in, as well as increasing your counter-intelligence. To give a player Leader status, use Promote (player, Leader).
Recruit

This command can recruit NPC's for your race. These NPC's may be ship designers, starship captains, researchers, etc. What kind of NPC is recruited is randomly determined, if this command is successful. Having the Diplomacy skill increases the chances of this command being successful.
Support (ammount)[, colony]
Specifies how much latinum to give each colony per turn. Note that setting this too low may lead to population dissent. Default is 5. By including the name of a colony, you will change the support for this colony only. This way you can increase the support for colonies that are unhappy or small. This command may also be given from the Race Leader Command Center.
Tax (ammount)[, colony]
Sets your tax rate. Note that setting this too high may lead to population dissent. Default is 10. By including the name of a colony, you will change the tax for this colony only. This way you can decrease the tax for new colonies to encourage growth. This command may also be given from the Race Leader Command Center.
Trade (race, send, recieve)
Trades items with other races. Send is the item you wish to send. Recieve is the item you are expecting to recieve. Trade will not take place until both race leaders have sent this command. Items can be ship classes, minerals, latinum, or anything else. If an ammount is not given, the trade will be constant. For example, the following command would start trading between the race that sent it and the Federation. This trading would continue as long as both minerals were available. (Note this command is almost identical to the player version, the only differences being that Race Leaders may specify a race to trade with instead of a ship and that traded items are taken from the empire, not the player.)
Treaty (race, type)
Establishes a treaty with another race. The treaty will not be set up until both races have sent this command. When one race leader issues this command, the race leader of the other race will be notified. Treaties can be of the following types:

Upgrade (planet)
Upgrades a mining facility. The planet must have a mining facility before it can be upgraded. This command may also be given from the Race Leader Command Center.
